What is stopping Hydro-power companies from setting up their own energy hungry industries(chemical,metal,cement,pulp,etc) rather than selling their energy to monopoly at dirt-cheap prices?

How low it can go ? Its getting bad.
even if they open up a factory( highly implausible) the factory will still need to buy electricity from NEA since they are the only one with the rights to distribute electricity… factories cannot be built in the hills next to the powerplants…
Edit: Most of these hydropowers are small and hardly produce any electricity during the dry season…their factories would be useless half the year
Nlic is taking a beating since they announced dividends.
